Migrants in Naples, a laboratory of conflicts and opportunities The last decade expressed a progressive intensification of the foreign presence in the city of Naples. The increase of these arrivals shows the role of increasingly diversified actors, with the growth, for example, of the number of unaccompanied foreign minors. Correlated with the overall decline in residents, this increase has produced a doubling of migratory pressure, from 3.2% in 2011 to 6.2% in 2019. These more recent phenomena are accompanied by an ever greater settlement of the communities already present, which they express requests for services and also of citizenship, with the growth of the second generations. The settlement of migrants is part of a framework of growing fragmentation of the urban fabric, in part the traditional legacy of a city that has evolved around strong neighborhood identities, today often looking for new effective aggregation reasons. All this affects the face of the city and the organization of its spaces more and more clearly. The aim of this contribution is, therefore, to describe the foreign presence in the city in order to identify and analyze those “normal” transformation processes taking place in the various neighborhoods that appear more attributable to the agency of migrants, harbingers of potential conflicts but also of enormous opportunities.
L’ultimo decennio ha espresso un progressivo intensificarsi della presenza straniera nella città di Napoli. L’aumento degli arrivi mostra il protagonismo di attori sempre più diversificati, con la crescita, ad esempio, del numero dei minori stranieri non accompagnati. Correlato con il declino complessivo dei residenti, tale incremento ha prodotto un raddoppio della pressione migratoria, passata dal 3,2% del 2011 al 6,2% del 2019. Questi fenomeni più recenti si accompagnano alla sempre maggiore sedentarizzazione delle comunità già presenti, che esprimono domande di servizi e, con il crescere delle seconde generazioni, anche di cittadinanza. L’insediamento dei migranti si inserisce in un quadro di crescente frammentazione del tessuto urbano, in parte eredità tradizionale di una città evolutasi intorno a forti identità di quartiere, oggi spesso alla ricerca di nuovi efficaci motivi di aggregazione. Tutto ciò incide in maniera sempre più evidente sul volto della città e sull’organizzazione dei suoi spazi. Obiettivo di questo contributo è, pertanto, descrivere la presenza straniera nella città al fine di individuare e analizzate quei processi di trasformazione in atto nei vari quartieri che appaiono maggiormente riconducibili al protagonismo dei migranti, forieri di potenziali conflitti ma anche di enormi opportunità.
