Deliberative democracy is a model of shared administration that requires the participation of the community in the formation of strategic administrative choices. It requires rules on the organization it publishes to guide the way. An important sector for developing the deliberative model is the performance cycle in which recent amendments to D.Lgs.n. 150/09 have strengthened the participation of civil society in the process of measuring and evaluating the performance of public administrations. The public management plays an important role of hinge in this process between the policy with which it collaborates and the citizens to whom it must provide adequate tools to enable them to participate. A regulatory effort by the legislator is needed to make this cultural approach to the new way of making decisions effective.
