The aim of this article is to rethink the evolution of relations between the European Community/European Union and Latin America in a period spanning from the early 1960s to the recent publication of the EU's Global Security Strategy in 2016. In particular, the article will attempt to highlight the extent to which European divisions, the "US factor" and Spain's accession to the European Community in the mid-1980s, as well as the lack of a relevant political and security dimension in the ECC/EU's international action, have contributed to shaping European external relations with the Latin American region.
