The aim of this contribute is to attest that this interrelation, however, does not show an actual consistency in the implementing process. The empirical literature suggests that only a few of high-tech industrial clusters are equipped for the strategic task that has been assigned to them by the central government. Furthermore, the call for an increasing independency from the international technology transfer modes is in contrast with the open innovation policy which Chinese firms have pursued in the last twenty years.
